On 1 August 2001, the
Secretary-General advised the President of the Security Council of
his approval of the distribution plan for phase X, submitted by the
Government of Iraq on 23 July, on the understanding that its
implementation would be governed by resolutions 986 (1995), 1281
(1999), 1284 (1999) and 1302 (2000), 1330 (2000), 1360 (2001) and
the Memorandum of Understanding concluded on 20 May 1996
between the United Nations Secretariat and the Government of Iraq
and would be without prejudice to the procedures followed by the
Security Council Committee established by resolution 661 (1990).
A foreseen budget of
$5.5 billion for the humanitarian programme is spread over 12
sectors countrywide, including an allocation of $600 million for oil
industry spare parts and equipment and $384 million to meet the
needs of especially vulnerable groups. Over $1.27 billion is
earmarked for the food sector, to cover a daily food ration of 2,472
kilocalories per person per day, while $250 million is set aside for
the purchase of medicines and medical supplies.
