Details: This year’s Civil Society CRPD Forum will explore how persons with disabilities and their representative organisations can and should be involved in the implementation of the Sustainable Development Goals (SDGs). The 2030 Agenda provides an inclusive vision and a high-level political commitment which can transform the lives of persons with disabilities. These commitments can only be achieved if implementation is guided by the UN Convention on the Rights of Persons with Disabilities (UN CRPD), and particularly, UN CRPD Article 4.3 and the foundation of the disability movement: “Nothing about us, without us”.
Comprising two panels, the Form will provide an introduction to the High-level Political Forum and the participation of persons with disabilities as stakeholders. It will also address practical steps towards implementation of the SDGs and engagement of persons with disabilities at the global, regional and national levels.

Title: Leaving No One Behind: Including People with Episodic Disabilities in the 2030 Sustainable Development Agenda

Title: Neurodisabilities in Iraqi children

Details: Once considered the best health system in the region, Iraq is dealing with the consequences of three major wars resulting in adult and children disabilities that continue to suffer from the lack of medical care and rehabilitation services. Physicians from Imamia Medics International (IMI) have been traveling to Iraq since 2009 to help children with neurodisabilities and subsequently developed an educational and training program for Iraqi physicians and health professionals to build local capacity. This session will examine the significant increase in the number of congenital neurodisabilities in Iraqi children following maternal exposure to radioactive contamination from three major wars. Speakers will discuss community-based assessments, best practices and recommendations for improving health systems globally for persons with disabilities through the word done in Iraq.

Title: Leave no child behind: Tackling the data gap to count all children in the SDGs

The Bank’s Board of Executive Directors created the Panel in 1993 to ensure that people have access to an independent body to express their concerns and seek recourse. The Panel is an impartial fact-finding body, independent from the World Bank management and staff, reporting directly to the Board. Its process aims to promote accountability at the World Bank, give affected people a greater voice in activities supported by the World Bank that affect their rights and interests, and foster redress when warranted.

Details: The Inter-American Convention on the Elimination of All Forms of Discrimination against Persons with Disabilities (CIADDIS) is the first international convention adopted on disability and it sets a binding commitment for States Parties to adopt legislative, social, educational and labor measures as well as any other nature that intends to eliminate discrimination against persons with disabilities and promote their full integration into society. This event aims to provide an opportunity for reflection on the progress and difficulties detected in the States of the American Continent to meet the objectives of this Convention, as it is facing its fifteen years of existence. To this end, a panel of high-level experts will share some current initiatives to promote legislative reforms and the adoption of public policies aimed at eliminating barriers to the inclusion of persons with disabilities, with potential to be replicated in other regions of the world, thereby promoting international cooperation among nations as a platform for development. Details: Despite significant public attention towards autism issues over the last two decades, most conversations on autism remain focused on young children rather than those of adults. As the autistic adult community becomes more visible, the needs and priorities of this population should be a growing area of policy interest for national governments, particularly in light of CRPD obligations impacting this population. This session will discuss the ways in which the autistic adult community’s needs are relevant to the full realization of CRPD commitments, placing particular emphasis on supported decision-making and legal capacity, community living policy and services, integrated employment outcomes and health care experiences of autistic adults.

Title: The promotion of supported decision making mechanisms: how to implement Art. 12 of the UN CRPD

Details: Between 2 and 3 % of the population of the world has an intellectual disability. Many persons with intellectual disabilities are restricted in their legal capacity. They have a legal guardian who takes some or all decisions for them. Access to justice for some individuals is also limited due to the lack of accessibility or reasonable accommodation. The United Nations Convention on the Rights of Persons with Disabilities (UNCRPD) confirms the right to full legal capacity in Articles 12: persons with intellectual disabilities should be able to make legally-binding decisions for them and access the justice system on an equal basis with others. For this to happen, substitute decision-making should be abandoned in favour of supported decision making systems that assist persons in taking decisions in an autonomous way.  In the side event the results of the EU funded project AJuPID (Access to Justice for Persons with Intellectual Disabilities) on legal capacity and access to justice for persons with intellectual disabilities will be presented.

Details: Discussion demonstrates how working system effectively ensures CRPD article 20 personal mobility using affordable, durable wheelchair provision training and employing persons with disabilities in Guatemala. System creates onsite sustainable employment, medical, dental services promoting greatest possible independence, and education for persons with disabilities.

Title: Challenges and Opportunities for Accessible Global Governance: Enhancing Participation for Persons with Disabilities in UN Processes

Details: This side event will focus on the challenges and opportunities of persons with disabilities’ participation in UN and broader global governance processes. It will highlight findings from Phase I of the global study Accessibility in Global Governance, and present the model of an accessible Disability Inclusive Development Collaboratory with the aim of enabling capacity building and effective participation in wide-ranging UN processes.
