The Russian Federation is prepared to respond to requests for assistance from States seeking to improve their legislative and law enforcement framework for non-proliferation and export control, or to gain experience or boost resources required for the implementation of Security Council resolution 1540 (2004).

To prevent the proliferation of weapons of mass destruction and their means of delivery, the Russian Federation actively works with States and inter-State integration associations in the territory of the former Soviet Union, within the framework of the Commonwealth of Independent States (CIS) and the Eurasian Economic Union.

Export control

With the support of the Ministry of Foreign Affairs of Russia, the Federal Service for Technical and Export Control holds annual export control seminars for CIS countries, to discuss international aspects of export control and examine changes in the relevant legislation of Member States. The discussion includes the matter of how to improve practical mechanisms for State regulation of foreign economic activities that involve nuclear, chemical, biological and missile related items.

Nuclear non-proliferation and security

Under the Russian national programme to support International Atomic Energy Agency (IAEA) safeguards, international and regional training courses on the establishment and improvement of national systems for accounting for and verifying nuclear materials in IAEA member States take place regularly.

As a result of a Russian voluntary contribution to the IAEA Nuclear Security Fund, work is under way on over 40 national, regional and international projects. These include training courses and seminars, research and development activities, targeted assistance requested by interested IAEA member States and financial assistance for the participation of foreign experts in the Agency’s activities.

The divisions of the State Atomic Energy Corporation (Rosatom) provide foreign customers with commercial services including assessment and development of national nuclear infrastructure, establishment of systems to ensure the physical protection of nuclear materials and facilities, and training of foreign experts.

A comprehensive project is being undertaken in Kyrgyzstan and Tajikistan to improve radiation safety for the public, as part of an inter-State targeted programme entitled “Remediation of the territories of States affected by uranium mining industries“.

Non-proliferation of missiles

Within the context of cooperation between the Russian Federation and Tajikistan on the safe disposal of solid rocket propellant products and waste, Russian organizations are providing financial, organizational and specialist support to Tajikistan regarding the disposal of materials that contain beryllium and water contaminated by beryllium.

Biosafety

On a bilateral basis and within the setting of the Eurasian Economic Union, programmes are being implemented to preserve the sanitary and epidemiological wellbeing of the population, prevent and combat infectious diseases, improve health protection in certain territories and strengthen the national, regional and global network for responding to emergency situations related to epidemic manifestations of particularly dangerous infections.

Over the past six years, foreign countries have received donations of hundreds of units of laboratory equipment, tens of thousands of Russian-made consumables and diagnostic test systems, hundreds of thousands of vaccines, and 14 mobile microbiological laboratories and 12 mobile clinics for the diagnosis of infectious diseases. In addition, over 3,000 specialists in partner countries have received training in biosafety and laboratory diagnostics.

The Russian-Guinean Epidemiology and Infectious Disease Prevention Centre, the Russian-Vietnamese Tropical Centre, the Biosafety Training Centre for the Asia-Pacific Region in Vladivostok and the Reference Centre for Combating Antibiotic-Resistant Microorganisms are operating successfully.

Border control

As part of its accession to the Eurasian Economic Union, Kyrgyzstan is receiving technical assistance to ensure that Kyrgyz border crossing points are equipped with portable and fixed radiation monitoring equipment.
