The programme contributed to the attainment of universal primary education by improving access to adequate, equitable and quality education. To this end, poor and vulnerable groups were employed in the physical improvement of classroom facilities, teachers’ housing, water quality, and sanitation facilities. This resulted in higher enrolment of students and retention of trained educators.
