Shane Dominic Crawford was listed on 18 August 2017 pursuant to paragraphs 2 and 4 of resolution 2368 (2017) as being associated with ISIL or Al-Qaida for “participating in the financing, planning, facilitating, preparing, or perpetrating of acts or activities by, in conjunction with, under the name of, on behalf of, or in support of”, “recruiting for”, “otherwise supporting acts or activities of ” and “other acts or activities indicating association with” Islamic State in Iraq and the Levant (ISIL), listed as Al-Qaida in Iraq (QDe.115).
Shane Dominic Crawford, a citizen of Trinidad and Tobago, is a member of the Islamic State in Iraq and the Levant (ISIL), listed as Al-Qaida in Iraq (QDe.115). He is believed to be in the Syrian Arab Republic and serves as an English language propagandist for ISIL in print and video media and is also believed to serve as a sniper.
Crawford is wanted in respect of several criminal offences in Trinidad and Tobago for firearm related offences and larceny and was once arrested on suspicion of involvement in an alleged plot to assassinate the then prime minister and several cabinet ministers.
Crawford appears in an online video titled “ISIS Terrorists having their first shower in 3 Years in the Euphrates River” and is the subject of a feature length article in the 15th issue of ISIL's Dabiq online magazine. In a wide-ranging interview, Crawford discusses how he became radicalized by listening to the sermons of Anwar Nasser Abdulla Al-Aulaqi (QDi.283), acknowledges his arrest on suspicion of participating in an alleged plot to assassinate the former prime minister of Trinidad and Tobago and several cabinet ministers, and admits to having travelled to the Syrian Arab Republic to join ISIL. Crawford describes his role in ISIL as sniper and calls on ISIL supporters to attack interests of the United States and European countries, citing various attacks in California and Orlando in the United States, and Nice, France as examples.
