QUESTION OF THE VIOLATION OF HUMAN RIGHTS IN THE OCCUPIED ARAB TERRITORIES, INCLUDING PALESTINE

Note verbale dated 20 January 1987 from the Permanent Mission of Iraq to the United Nations Office at Geneva addressed to the Centre for Human Rights, transmitting a memorandum dated 14 February 1987 prepared by the Office of the Permanent Observer for the Palestine Liberation Organization to the United Nations Office at Geneva

The Permanent Mission of the Republic of Iraq has the honour to transmit herewith a memorandum prepared by the Permanent Observer for the Palestine Liberation Organization to the United Nations Office at Geneva concerning Israeli violations of human rights in the occupied Arab territories in Palestine, requesting that it be regarded as an official document of the forty-third session of the Commission on Human Rights, so that the distinguished Commission can consider these inhuman violations and adopt appropriate resolutions in this respect.

MEMORANDUM PREPARED BY THE OFFICE OF THE PERMANENT OBSERVER FOR THE PALESTINE LIBERATION ORGANIZATION TO THE UNITED NATIONS OFFICE AT GENEVA

Within the context of co-operation between our organization and the Commission on Human Rights with a view to facilitating our tasks and achieving the best results from our resolutions, and since we are on the eve of the forty-third session of the Commission on Human Rights, we wish to bring to the attention of yourself and the distinguished Commission the fact that the resolutions adopted by the Commission on Human Rights under item 4 of its agenda in past years have not been heeded by the Israeli occupation authorities. On the contrary, those authorities, which have consistently announced their categoric rejection of the Commission's resolutions concerning their practices affecting human rights in the occupied Arab and Palestinian territories, have pursued their policies in violation of the most fundamental principles of international humanitarian law, the provision of the Geneva Conventions of 1949 and the principles set forth in the Charter of the United Nations and the Universal Declaration of Human Rights. In 1986, the Israeli occupation authorities intensified those violations in total disregard of the will of the international community as expressed in the resolutions of the Commission on Human Rights and the General Assembly which have repeatedly censured and condemned those violations and called upon the Israeli occupation authorities to refrain therefrom. In this connection, the practices of the Israeli occupation authorities in violation of human rights in the occupied Palestinian territories have reached a level of repugnancy that can be summarized as follows:

We will be providing you with a detailed note concerning these violations and request that both these notes be regarded as official documents of the forthcoming forty-third session of the Commission on Human Rights, so that the distinguished Commission can consider these inhuman violations and adopt appropriate resolutions in this respect.
