  • The UNFF Secretariat is currently seeking the services of two consultants to assist with preparation of background analytical studies on the thematic priorities of the eighteenth and nineteenth session of the UN Forum on Forests (UNFF18, UNFF19). UNFF18 (8 to 12 May 2023, UNHQ, New York) will be a technical session, and thematically linked to the UNFF19 (policy session) in 2024.
    The thematic priorities for UNFF18 and UNFF19 are: (i) Enhancing forest-based economic, social and environmental benefits; (ii) Increase significantly the area of protected forests worldwide and other areas of sustainably managed forests, as well as the proportion of forest products from sustainably managed forests; and (iii) mobilizing financial resources and strengthening scientific and technical cooperation; promoting governance frameworks to advance implementation; and enhancing cooperation, coordination and coherence, for sustainable forest management.
    The theme of the background studies to be undertaken by the consultants are: (A) UNFF18-19 thematic priority #1: Enhance forest-based economic, social and environmental benefits; and (B) UNFF18-19 thematic priority #2: Increase significantly the area of protected forests worldwide and other areas of sustainably managed forests, as well as the proportion of forest products from sustainably managed forests. Thematic priority (iii) will be a cross-cutting theme in both background study.
    Each consultant will be assigned one of the two background studies mentioned above, and conduct research and review the literature, data, and other relevant information on the following elements:
    i) status of the progress made to date towards the achievement of GFG2/GFG3, taking into account their interlinkages with and impact on the achievement of cross-cutting GFGs (GFG4, 5 and 6); ii) interlinkages between the thematic priorities, the SDGs and other forest-related goals and objectives, including those of the Paris Agreement and post-2020 global biodiversity framework; iii) challenges, gaps, opportunities and priorities in the achievement of the thematic priorities, including impacts of their progress on poverty eradication and reduced inequalities; and iv) conclusions and recommendations- Suggestions with regard to actions to be taken by the UNFF and its Members, as well as other partners and stakeholders to accelerate achievement of the thematic priorities, including GFG2/GFG3 by 2030. Expected outputs of each consultancy will include the background paper and a policy brief.

  • The UNFF Secretariat is currently seeking the services of consultants to assist in preparations for the midterm review of the effectiveness of the International Arrangement on Forests. In accordance with the provisions of ECOSOC resolutions 2015/33, the UN Forum on Forests (UNFF) will conduct a midterm review (MTR) of the effectiveness of the International Arrangement on Forests (IAF) in achieving its objectives at UNFF19 to be convened in 2024. In preparation for the midterm review of the IAF, Members of the Forum, through UNFF17 omnibus resolution, decided to carry out the actions and tasks contained in the annex to the resolution as part of intersessional activities on this matter leading up to UNFF18 and UNFF19. In this respect, the UNFF Secretariat plans to hire competent consultant(s) to conduct the assessment(s), considering their expertise and competencies in the respective areas of work. The areas identified for conducting assessments are as follows:
    A. UNFF and its Members
    B. UNFF Secretariat
    C. Collaborative Partnership on Forests (CPF)
    D. Global Forest Financing Facilitation Network (GFFFN)
    E. UNFF trust fund
    F. Implementation of the UN Strategic Plan for Forests 2017–2030 (UNSPF)
    G. Contributions of the UNFF to the 2030 Agenda
    H. Communication and outreach strategy of the UNSPF (COS)
    I. Involvement of regional and subregional partners
    J. Involvement of major groups and other relevant stakeholders
    The assessments on the above-mentioned areas, will be conducted as follows:
    Assessment 1: This assessment will include a combined consultancy work to conduct assessment on sections A, G, and H as relates to UNFF and its Members. The combined assessment should still include specific separate chapter and assessment on the UNFF, UNFF Members, and UNFF contribution to the 2030 Agenda.
    Assessment 2: This assessment will include a combined consultancy work to conduct assessment on sections B, E, and H as relates to the UNFF Secretariat. The combined assessment should still include specific separate chapters on UNFF Secretariat, UNFF Trust Fund, and COS as relates to the UNFF Secretariat. Two consultants will be hired to carry out this assessment.
    Assessment 3: This assessment will be exclusively about section C on the CPF, and section H as relates to the CPF. Two consultants will be hired to jointly carry out this assessment.
    Assessment 4: This assessment will be exclusively about section D on the GFFFN. Two consultants will be hired to jointly carry out this assessment.
    Assessment 5: This assessment will be exclusively on section F on the implementation of UNSPF. One consultant will be hired to carry out the tasks as per the provisions of section F of the annex of UNFF17 resolution.
    Assessment 6: This assessment will include a combined consultancy work to conduct assessment on sections I, and J. The combined assessment should still include separate chapter and assessment on the involvement of regional and subregional partners, and involvement of major groups and other relevant stakeholders. One consultant will be hired to carry out this assessment.
