The UNOCT Global Fusion Cells Programme holds a series of specialized counter-terrorism trainings

During this month of April, the United Nations Office of Counter-Terrorism (UNOCT) Global Fusion Cells Programme, held a series of counter-terrorism workshops on gender & human rights, interagency coordination, ethical decision-making, briefing and debriefing, and open-source investigations.

This comprehensive training was designed in partnership with the Kingdom of Morocco, Government of Portugal, the UNOCT Programme Office and Training Centre in Rabat, with the support of  the United Nations Peace and Development Trust Fund.

The training was delivered in French and Portuguese to counter-terrorism officials from Angola, Benin, Burkina Faso, Cabo Verde, Côte d'Ivoire, Guinea, Guinea Bissau, Mali, and Niger.  

The two-week course focused on honing essential skills for effective information collection, analysis and reporting to counter terrorism, will take place from 14 to 25 April 2025.

Led by experts from Morocco and Portugal, the training covered a range of topics, included:
 

  • Gender & Human Rights: Trainees will learn how to conduct analysis in compliance with international law and UN recommendations.
  • Interagency Coordination (‘Introduction to Fusion Cells’): Course participants will gain insights into best practices from across the world for developing and operating national interagency coordination mechanisms such as a fusion or counter-terrorism centre. They will learn about the roles of fusion centres in national and international counter-terrorism frameworks including benefits, challenges, and best practices for enhancing coordination and information exchange.
  • Ethical Decision-Making: Trainees will be introduced to the impact of flawed decision-making on investigations and justice and learn the best international practices for improving decision-making and problem-solving in both emergency and routine situations. The course will cover techniques for distinguishing problems from their causes, applying structured problem-solving models, and developing personal decision-making awareness. 
  • Briefing and Debriefing: Trainees will enhance their communication skills to ensure effective briefings and debriefings in both routine and emergency management contexts.
  • Basic to Advanced Open-Source Investigations: Participants will strengthen their ability to conduct intelligence-led counter-terrorism investigations using open-source information. Trainees explored various sources such as social media, websites, and public records. They will learn to conduct end-to-end open-source investigations, including secure online practices, OSINT collection, data gathering, network analysis, relationship mapping, and intelligence product development while adhering to ethical and legal standards. 

UNOCT Global Fusion Cells Program aimed to equip security officials, particularly analysts, with the tools and knowledge they need to combat terrorism effectively. By providing comprehensive training and support, the Programme will strengthen the capacity of security and law enforcement agencies across Africa.
