EU-UN Global Terrorism Threats Facility

A partnership between the European Union and the United Nations

The EU-UN Global Terrorism Threats Facility was established in April 2022 in co-operation with and funded by the European Union to enable the United Nations to provide rapid and flexible support to Member States facing an urgent or evolving terrorist threat or situation. 

The Facility helps Member States increase their capacities to detect, prevent, counter, respond to and investigate terrorist threats while ensuring respect for international law, including human rights law, international humanitarian law and refugee law, in line with the UN Global Counter-Terrorism Strategy and requirements from relevant Security Council resolutions. 

The Facility is managed by the United Nations Office of Counter-Terrorism (UNOCT) and is co-located in Rabat, Morocco, with the UNOCT Programme Office for Counter-Terrorism and Training in Africa. The United Nations Office for Project Services provides logistical support to the Facility.

Tailored and coordinated technical assistance

The Facility has a global implementation scope and delivers support according to two principles: based on official requests from a Member State, and in coordination with other support from the United Nations and the European Union. 

Member States are encouraged to base their requests for support on the recommendations from the UN Security Council Counter-Terrorism Committee (CTC) to improve their implementation of relevant Security Council resolutions. These recommendations results from the assessments conducted, on the Committee’s behalf, by the Counter-Terrorism Committee Executive Directorate (CTED), which is a key partner of UNOCT and member of the UN Global Counter-Terrorism Coordination Compact.

The Facility operates in coordination with other programmes and projects of the United Nations and the European Union on preventing and countering terrorism and violent extremism conducive to terrorism in order to create synergies and maximize impact. This includes engagement with the UN Resident Coordinators, UN Country Teams, and the network of counter-terrorism experts in EU Delegations.
