This Good Practices Memorandum provides good practices for Member States, Non-Profit Organizations, and the financial sector on the implementation of Countering the Financing of Terrorism (CFT) measures while safeguarding civic space. Building upon ongoing dialogues at the national, regional, and international level, the memorandum presents mechanisms to facilitate inclusive, representative, and meaningful collaboration between government, non-profit, and financial sectors to prevent, identify, and respond to instances where CFT measures are intentionally or unintentionally misused, abused, or misapplied. This GCTF initiative was co-led from launch 13 October 2020 to GCTF Ministerial Plenary endorsement 7 October 2021 by UNOCT, Morocco and the Netherlands. The initiative development included a launch event followed by four Expert Group Meetings throughout the year with 100 participants in each event from national agencies, civil society and international organizations.
