Work and Mandate

The Committee is supported by the Panel of Experts (PoE) pursuant to resolution 2713 (2023), which was established by paragraph 11 of resolution 2444 (2018) and renewed by paragraph 25 of resolution 2713 (2023) until 15 January 2025. It is comprised of six experts and it is based in Nairobi, Kenya.


The mandate of the PoE includes the tasks referred to in paragraph 11 of resolution 2444 (2018), and paragraphs 5, 11, 17, 25 and 29 of resolution 2713 (2023). Paragraph  11 of resolution 2444 (2018) also refers to resolutions 2036 (2012), 2060 (2012), 2093 (2013) and 2182 (2014). Consequently, the Panel is mandated, inter alia:

  • To assist the Committee in monitoring the implementation of the targeted arms embargo, travel ban and assets freeze, including by reporting information on any violations;
  • To investigate the implementation of the arms embargo and the charcoal ban;
  • To investigate, in coordination with relevant international agencies, all activities, including in the financial, maritime and other sectors, which generate revenues used to commit violations of the arms embargo;
  • To investigate any means of transport, routes, seaports, airports and other facilities used in connection with violations of the arms embargo;
  • To report on the implementation of the maritime interdiction of charcoal, weapons or military equipment, and IED components;
  • To assist the Committee in compiling narrative summaries of reasons for listing of individuals and entities designated by the Committee;
  • To compile, refine and update information on the draft list of those individuals and entities that potentially meet the listing criteria for possible future measures by the Security Council;
  • To conduct an analysis of all of Al-Shabaab’s revenue sources, their methods of storage and transfer, and mapping of illegal taxation systems, and to provide recommendations to the Committee; 
  • To continue exchanging, with the GFRS and UNODC, information about Al-Shabaab’s operations and to continue working with stakeholders to develop a plan to disrupt Al-Shabaab’s operations and exploitation of the licit financial system;
  • To work closely with the Committee on specific recommendations for additional measures to improve overall compliance with the sanctions measures;
  • To assist in identifying areas where the capacities of States in the region can be strengthened to facilitate the implementation of the sanctions measures;
  • To assist, as necessary, the GFRS and Somalia’s FMS and regional governments in investigation of the origins of all weapons, ammunition and military equipment captured or seized from Al-Shabaab.
  • To give recommendations to the Committee on how to support the GFRS in weapons and ammunition management and reduce smuggling of weapons and ammunition, including efforts towards establishing a National Small Arms and Light Weapons Commission and address sexual violence in conflict and the “six grave violations” against children;
  • To provide regular updates to the Committee, in collaboration with independent experts appointed to help the work of other sanctions committees if appropriate, including a minimum of three different thematic reports;
  • To provide a comprehensive midterm update to the Committee;
  • To submit, for the consideration of the Security Council, through the Committee, a final report. 

The Panel of Experts acts under the direction of the Committee and its members are appointed by the Secretary-General of the United Nations in consultation with the Committee.
